Request for Proposals for Construction Services

Prequalification submissions must be submitted on or before November 19, 2018. RFP proposals must be submitted not later than December 12, 2018.

The Mammoth Unified School District (“District”) invites proposals from pre-qualified entities to perform preliminary services and construction services for the Classroom Safety, Renovation and Improvement Projects for the Mammoth Elementary School, Mammoth Middle School, Mammoth High School and District facilities. Services will include but are not limited to constructability review, value engineering, master scheduling, site logistics planning, cost estimating, and construction services for the development and construction of the Classroom Safety, Renovation and Improvement Projects for the Mammoth Elementary School, Mammoth Middle School and Mammoth High School and District facilities.

The successful proposer shall comply with all applicable provisions of the Labor Code including payment of the generally prevailing rate of wages and apprenticeships or other training programs. Copies of prevailing wage rates are available upon request and are online at The Contractor and all subcontractors shall pay not less than the specified rates to all workers employed by them in the execution of the Contract. It is the Contractor's responsibility to determine any rate change. The substitution of appropriate securities in lieu of retention amounts from progress payments in accordance with Public Contract Code §22300 is permitted. The project is subject to compliance monitoring and enforcement by the California Department of Industrial Relations. In accordance with Labor Code §1771.1, entities working at the site shall be duly registered with the Department of Industrial Relations at time of submitting their proposals and at all relevant times. District may at its option require proof of registration as to all such contractors prior to the commencement of any work.

Public Hearing for Lease Lease Back Waiver

Please see attached Public Hearing Notice for General Waiver Request to the California Department of Education to be approved by the State Board of Education. This waiver request relates to the Measure B Bond Program, which consists of the Renovation, Modernization and Expansion of Existing School Facilities for the Elementary School, Middle School, High School, and District facilities. The District seeks a waiver of Education Code section 17407.5.

The Mammoth Unified School District (“District”), through this RFP/Q process, seeks a qualified construction manager who has experience in multiple construction delivery methods for the construction and modernization of the District’s Elementary, Middle and High School facilities (“Project”). These improvements will be funded by Measure B, a $63,100,000 general obligation bond approved by voters in June 2018. RFP/Q will be due to the District Office by 10:00 AM on September 24, 2018:

Because the Mammoth Unified School District ("District") elected to pursue a bond election under the provisions of Proposition 39, State Law requires the District to establish a Committee appointed by the District's Governing Board. The Committee's purposes are:
• To actively inform the public concerning the expenditures of bond revenues.
• To review and report on the proper expenditure of taxpayer money for school construction.
• To report to members of the community whether the District is in compliance with bond expenditures requirements according to paragraph (3) of subdivision (b) of Section 1 of Article XIIIA of the California Constitution.
Duties of the Committee will include:
• Monitor whether Bond funds are spent only on projects listed in the Bond Project Lists.
• Monitor progress of Bond projects.
• Receive and review copies of the annual performance and financial audits of Bond projects as required by California State law (Proposition 39).
• Provide information to the public on the progress of Bond projects and expenditures of Bond funds.
